Thomas M. Davis III.

Davis, a Fairfax Republican, spoke to more than 75 people at a Richmond City GOP membership drive Wednesday night at a home in the Byrd Park neighborhood. Stevens, like many at the event, met Davis for the first time that evening.

"If he were running for office and Sen. [John W. ] Warner were not running, I would gladly throw my support behind him," said Stevens, a self-described loyal Republican. "He's a man of substance."
